
Dr.
Kajori Bhatnagar is an academician, researcher, and legal consultant currently
serving as Assistant Professor at the Faculty of Legal Studies, South Asian
University an international university established by the SAARC nations. Her
teaching and research focus on Refugee Law, International Human Rights Law, Public
International Law, Cyber and Technology Law, Media Law and Taxation Law. She
brings with her over a decade of teaching and interdisciplinary research
experience across premier institutions in India.
She completed her Ph.D. in Law from the Department of Laws, Panjab
University, Chandigarh, in 2021. Her doctoral research, titled "Concept
of Effective Protection in International Refugee Law with Special Reference to
the Politics of Gatekeeping", critically examined contemporary refugee
protection frameworks and the politics shaping state responses. She holds an
LL.M. from the National Law School of India University (NLSIU), Bengaluru, with
a dissertation on the evolving contours of refugee definitions under the 1951
Refugee Convention. She is currently associated with Women
in Refugee Law (WiRL) based in University of Sussex further in collaboration
with University of Bristol. She graduated with a B.A. LL.B. (Hons.) from the
University School of Legal Studies, Panjab University.
Before
joining South Asian University, she served as Assistant Professor at
Christ University (Bengaluru) and Panjab University (Chandigarh). In these roles,
she was instrumental in designing course modules, mentoring student research,
and initiating student-led forums including Moot Court Societies and Legal Aid
Clinics and career development cells. She has also served as faculty
coordinator for various academic bodies, including the Law and Technology Forum
and Constitutional Law Committee at Christ University.
Her
research spans diverse and emerging areas—ranging from the rights of refugees,
stateless persons, and internally displaced populations to the intersection of
technology, privacy, space law, and human rights. Her recent SCOPUS-indexed
publications include: “Space Taxonomy: Need for a Progressive Tax Regime”
(Acta Astronautica, 2024), “Evaluating the Categorical Exclusion of
Khasi Women from Inheritance and Property Rights” (International Journal
on Minority and Group Rights, Brill, 2024), “Intersection of Gender,
Customary Law, and Land Rights in India” (Brill, 2024), “Perspectives on
the Intersection of Gender, Customary Laws and Land Rights in India” (Brill,
2025)
She
has also contributed to UGC CARE-listed journals and leading law periodicals
with articles on climate refugees, statelessness, customary law, LGBT+ asylum
seekers, and de minimis use in transformative works. Her book chapters explore
issues like child refugees, human trafficking, and the politics of electoral
gatekeeping.
In
addition to academia, she has also been a consultant with startups and has been
a resource person and guest speaker for institutions including NALSAR,
Pepperdine University, World Cyber Security Forum, ISIL, and the Indian Law
Institute.
She has presented over 30 papers at national and international seminars
and conferences, including on pressing themes such as Space debris and reusable
launch vehicles (NALSAR), Gender justice in customary inheritance, Blue economy
and SDGs, Transhumanism and right to health, Victimology and restorative
justice, Ethics in Indian legal education, Cybercrime and data protection, Human
trafficking, migration, and statelessness, She has been an invited judge for
national moot and mediation competitions, and chaired sessions on women’s
rights and human security in collaboration with the National Commission for
Women.
She holds multiple certifications in Cyber Law, Human Rights, Space Law,
Direct Taxation, Fashion Law, and Entrepreneurship. Her technical skillset
includes training from the Asian School of Cyber Laws and National Law School
of India University.
At
South Asian University, she is actively engaged in expanding interdisciplinary
legal education and research initiatives, fostering regional academic
collaboration across SAARC, and contributing to institutional development
through academic committees and student mentorship. Her ongoing projects
explore the legalities of space resource extraction, refugee governance in
South Asia, and the implications of AI and surveillance technologies on
fundamental rights.
